Though the political wing of Hamas forms the government, it remains Occupied Palestinian Territory, subject to Israeli Martial Law Denied self determination and a sovereign state, it is effectively a municipal government.
Since around 2 million Palestinians live in the tiny Gaza Strip, there has never been enough agricultural land to feed its residents, and its fishing boats are limited to a tiny bit of water. If they stray too far from shore they are shot.
